Summary

Positions of Nurse (Emergency Room) are located within Hospitals and Health Centers, Branch of Emergency Room Services in the Billings Area Indian Health Service. Position reports to Supervisory Nurse (Emergency Room) or designee.

Responsibilities

  • Perform specialized, professional nursing duties in the case of critically ill, severely injured and/or traumatized emergency patients.
  • Assess, triage and administer medications utilized in the emergency room.
  • Observe patients for adverse medication reactions and responds appropriately or notifies physician(s).
  • Interpret data obtained from observation, examination, monitoring and update patient's electronic health record.
  • Operate and monitor specialized equipment such as cardiac monitors, volume respirators, EKG machines, gastric and thoracic suction, cardiac pace makers, hypothermia devices, defibrillators, etc.

This position will support the Federal Government's response efforts to COVID-19.

Selectee may be subject to a probationary/trial period.

ESEP appointees typically serve a two year trial period.

U.S. Citizenship is required.

Must pass pre-employment examination.

Security Clearance: If you are selected for this vacancy, you must undergo a pre-employment fingerprint check and background investigation. Fingerprint results and background investigation documentation must be cleared prior to hire. You will receive instructions on how to obtain and submit fingerprints and background investigation documentation. After you begin your employment, your continued employment is contingent upon the outcome of a complete background investigation as determined by the sensitivity level of your position. The investigation must find that you are suitable for Federal employment in your position. If you are found not suitable, you will be terminated after you begin work. If you make a false statement in any part of your application, you may not be hired; you may be fired after you begin work; or subject to possible criminal charges.

Fingerprinting, as part of the background investigation process, may be delayed due to COVID-19. All other background investigation procedures will apply. Be advised that your continued employment will require you to complete a fingerprint check within 60 days after notification of return to full operations and successfully obtaining a favorable background investigation.

This is a designated position covered by Public Law 101-630, requiring contact or control over Indian children. Upon tentative selection, selectee will be requested to complete, sign, and submit the Addendum to OF-306, Child Care & Indian Child Care Worker Position form. Due to this requirement, the agency must ensure that persons hired for these positions have not been found guilty of or pleaded nolo contendere or guilty to certain crimes.

Measles and Rubella immunization required for selectees born after 1957. Seasonal Influenza immunization is required for civilian health care facility staff working in Indian Health Service health care facilities.

On-call hours and/or rotating shifts may be required.

Selectee(s) are required to have a viable bank account at a financial institution for electronic direct deposit of salary payment.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

For positions requiring positive education requirements, or if you are using education to meet all or part of the qualification requirements, you MUST submit a copy of your transcripts or an itemized list of college courses which includes equivalent information from the transcript (course title, semester/quarter hours, and grade/degree earned) in your resume.

BASIC REQUIREMENT(S):

Education: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education) or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools.

Licensure: For all grade levels and positions, applicants must have passed the National Council Licensure Examination. In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.

MINIMUM QUALIFICATIONS:

Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: At the GS-9 and above grade level, many positions may require experience in a specialty area of nursing.

Basic Requirements for the GS-7 (or equivalent) Grade Level: In addition to the above Basic Requirements, applicants must meet one of the following requirements:

  • Possession of a bachelor's degree in Nursing and eligibility under the Superior Academic Achievement provision;
  • Possession of a bachelor's degree in Nursing and at least one full year of professional nursing experience (equivalent to the GS-5 grade level);
  • Possession of a diploma or associate degree in professional nursing and two full years of professional nursing experience; or
  • Completion of at least one full year of graduate education in a professional nursing educational program.

Basic Requirements for the GS-9 (or equivalent) Grade Level: In addition to the above requirements, applicants must meet one of the following requirements:

  • Possession of a master's degree in professional nursing; or
  • At least one full year of professional nursing experience (equivalent to the GS-7 grade level or above) and possession of a diploma, associate degree, or bachelor's degree in Nursing from a professional nursing program.

Basic Requirements for the GS-10 (or equivalent) Grade Level: In addition to the above requirements, applicants must meet one of the following requirements:

  • At least one full year of professional nursing experience (equivalent to the GS-9 grade level) .

Examples of specialized experience at GS-7: Professional nursing experience performed under general supervision of a RN who will review work periodically; Assess and care for the nursing needs of patients and other types of patients as assigned; develop plans of care to meet the needs of assigned patients; recognize adverse signs and symptoms and react swiftly in emergency situations; basic knowledge of triaging patients.

Examples of specialized experience at GS-9: Professional nursing experience performed independently; assess and care for the nursing needs of Emergency Room patients and other types of patients as assigned; develop plans of care to meet the needs of assigned patients; recognize adverse signs and symptoms and react swiftly in emergency situations; basic knowledge of triaging patients; plan with minimal assistance in scheduling and provide comprehensive nursing care in the Emergency Department.

Examples of specialized experience at GS-10: Professional nursing experience performed independently; provide nursing care, triage patients, recognize and intervene in acute life-threatening situations, cardiac and respiratory failure management in medical, surgical, and obstetrical patients in the emergency room; interpret data about the patient's status in order to identify the care needed; independently plan, schedule and provide comprehensive nursing care in the Emergency Department.

Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
