Summary

Positions of APN (Nurse Practitioner) are located at the various hospitals and health centers in the Billings Area Indian Health Service. Position reports to the Supervisory Physician or designee depending on location.

Position is also announced concurrently under Direct Hire Authority Procedures. Review vacancy announcement number IHS-21-BI-11006300-DH for eligibility requirements. NOTE: Applicants must apply separately for each announcement in order to be considered.

Responsibilities

  • Analyze and interpret patient history, symptoms, physical findings or diagnostic information to develop appropriate diagnoses.
  • Develop treatment plan based on scientific rationale, standards of care and professional practice guidelines.
  • Diagnose or treat acute health care problems, i.e., illness, infection or injury. Prescribe medication based on efficacy, safety, dosage and frequency.
  • Counsel patient on drug regimen and possible side effects or interactions with other substances, i.e., food supplements, over-the-counter(OTC) medications or herbal remedies.
  • Educate patient about self-management of acute or chronic illness, tailoring instructions to patient's individual circumstances.

This position will support the Federal Government's response efforts to COVID-19.

Background Investigation: If you are selected for this vacancy, you must undergo a pre-employment fingerprint check and background investigation. Fingerprint results and background investigation documentation must be cleared prior to hire. After you begin your employment, your continued employment is contingent upon the outcome of a complete background investigation as determined by the sensitivity level of your position. The investigation must find that you are suitable for Federal employment in your position. If you are found not suitable, you will be terminated after you begin work. Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

The Hiring Manager/Selecting Official may elect to utilize an available flexibility wherein applicants who are currently enrolled and expected to complete the required education and obtain the required licensure/certification/registration with 9 month(s) of applying, may be deemed tentatively qualified.

BASIC REQUIREMENT(S):

Education: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

Degree from Foreign Nursing Schools: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools.

Advanced Practice Nurse Positions: For Advanced Practice Nurse (APN) positions, applicants must possess a graduate or higher level degree in nursing from an accredited educational program in the area of expertise or specialty indicated by the position.

Areas of specialties for positions include, but not limited to, Acute Care, Anesthesia, Community Health, Family, Geriatric, Home Health, Midwifery, Neonatal, Oncology, Pediatric, Psychiatric, Allergy and Immunology, Women's Health, Cardiovascular, Dermatology, Occupational Health, Orthopedic, Respiratory, or other specialties identified for the position.

Licensure: For all grade levels and positions, applicants must have passed the National Council Licensure Examination. In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

Additional License Requirements for Advanced Practice Nurse Positions: Applicants for Advanced Practice Nurse positions must be licensed or registered by a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States in the clinical specialty required by the position.

In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.

MINIMUM QUALIFICATIONS:

Experience: The work experience must have equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. At the GS-9 and above grade level, many positions may require experience in a specialty area of nursing.

Basic Requirements for the GS-9 (or equivalent) Grade Level

In addition to the above requirements, applicants must meet one of the following requirements:

  • Possession of a master's degree in professional nursing; or
  • At least one full year of professional nursing experience (equivalent to the GS-7 grade level or above) and possession of a diploma, associate degree, or bachelor's degree in Nursing from a professional nursing program.
  • Examples of qualifying experience at the GS-9: provide direct and comprehensive primary, preventive and therapeutic medical and nursing care to patients. Assignments at this level are generally developmental for new Nurse Practitioner graduates.

Basic Requirements for the GS-11 (or equivalent) Grade Level

In addition to the above requirements, applicants must meet one of the following requirements:

  • Successful completion of a PhD or equivalent doctoral degree from a professional nursing educational program or related medical science field; or
  • At least one full year of professional nursing experience (equivalent to the GS-9 grade level) and possession of a diploma, associate degree, bachelor's degree, or master's degree from a professional nursing educational program.
  • Examples of qualifying experience at the GS-11: provide direct and comprehensive primary, preventive and therapeutic medical and nursing care to patients. Assignments at this level are progressively more difficult, in order to expand diagnostic and therapeutic skills, with supervisor or senior employee providing assistance on unusual problems

Basic Requirements for the GS-12 (or equivalent) Grade Level

In addition to the mandatory license and education described above under Basic Requirements applicants must have at least one or more full years of professional nursing experience that is equivalent to the next lower grade level. Examples of qualifying experience at the GS-12: provide direct and comprehensive primary, preventive and therapeutic medical and nursing care for patients, as well as counseling and/or coordinate services and participate with other disciplines in reviewing the program. Take case histories, conducting physical examinations, and order laboratory studies during clinic visits. May carry out special procedures such as give injections or other medication, apply or change dressing, perform lumbar punctures, or suture minor laceration.

The selected individual is required to obtain and maintain medical staff clinical privileges, including any licensure requirements. If privileges are not obtained or maintained during employment, the employee will be subject to adverse actions, up to and including removal from Federal service.

Time In Grade: Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Education

For positions requiring positive education requirements, you MUST submit a copy of your transcripts or an itemized list of college courses which includes equivalent information from the transcript (course title, semester/quarter hours, and grade/degree earned) in your resume.
