Job Description:
Summary Program Manager has direct responsibility for the health
and safety of Veterans in the Sheridan VA HCS outpatient mental
health programs. The position includes broad program management
responsibilities which include the operation and management of key
clinical programs within Sheridan VA HCS's multiple outpatient
mental health programs. Incumbent oversees the daily operation of
the outpatient mental health programs. Responsibilities Program
Manager has direct responsibility for the health and safety of the
Veterans participating in the Sheridan VA HCS outpatient mental
health programs. This is accomplished primarily through the
supervision and monitoring of clinical and administrative staff and
the day to day operations in the programs. The population consists
of veterans with PTSD, SUD, SMI and Co- Occurring Disorders. The
outpatient mental health program is a focus of the Uniform Benefits
to which veterans are entitled. The outpatient mental health
program is a very busy, multi-problematic setting in which issues
such as medical or mental health can quickly escalate to a critical
level. Additionally, the balancing of resident safety with
budgetary concerns is a delicate mixture of clinical concern and
knowledge and practical experience. Keen judgments with confidence
and effective communication are imperative to the functioning of
this position and are a major area of concentration. Administrative
Responsibilities: The incumbent has direct administrative and
professional supervision of interdisciplinary staff assigned or
annexed to the outpatient mental health programs (e.g. Nurse
Practitioners, Secretarial staff, Nurse managers, Psychologists,
Social Workers, Nursing Staff, Addiction Therapists, and Peer
Support Specialists). Responsibilities also include: - Considering
all factors in assessing the needs of Veterans receiving care in
the outpatient mental health clinic. The outpatient program has
substance abuse care, dual diagnosis, posttraumatic stress
disorder, and serious mental illness programs from which to choose.
- Coordinating the Quality Improvement Program with the outpatient
mental health clinic and conducts Point of Care reviews to enhance
performance in the program as well a meet or exceed regulatory
agency standards. - The incumbent will plan work to be accomplished
by clinical staff, groups/classes for Veterans, staff training, to
be completed within a designated time frame. - The incumbent will
assign work based on priorities, consideration of difficulty and
the capabilities of the employees. - The incumbent will evaluate
work performance on a continuous basis, providing oral and written
feedback when indicated. - The incumbent will give advice, counsel
or instructions to employees on work and administrative matters. -
The incumbent will interview candidates for vacancy positions and
recommend appointments. - The incumbent will hear and resolve
complaints, refer group grievances and serious, unresolved
complaints to a higher level. - Effect minor disciplinary measures
and recommend action for more serious cases. Clinical
Responsibilities: - The incumbent counsels Veterans participating
in the outpatient mental health services with group and individual
interactions specific to PTSD specialty care services. - The
incumbent makes assessments of the veterans referred and the type
and scope of services required by each Veteran with specialty PTSD
treatment needs. They use Evidence Based Practice models to provide
specialty PTSD treatment. They represent the VA and the ACOS to the
community, residents, families, agencies, legislators, surveying
bodies and other VA's. They advise the ACOS of Mental Health of any
issues which need to be resolved on a higher level. Academic
Teaching and Training: - Provides educational leadership guidance
and consultation to staffs of units to which assigned and
identifies and arranges - May provide additional clinical
supervision to various disciplines and levels of training,
including trainees seeking licensure. - May function as a faculty
member of the Pre-doctoral Psychology Internship program. - Serves
as a consultant to other medical center staff and trainees,
particularly related to the Outpatient treatment setting. - As
necessary, develops and provides in-service education to bring an
awareness to the Medical Center staff of the veterans' perceptions
of their Medical Center experience, thereby contributing to
improved staff understanding and attitude. - Offers consultation to
colleagues and students on the psychosocial treatment of patients
treated in specialty areas, rendering professional opinions based
on experience and expertise and role modeling effective practice

Conditions of Employment Qualifications Basic Requirements: United
States Citizenship: Non-citizens may only be appointed when it is
not possible to recruit qualified citizens in accordance with VA
Policy. Education. Hold a master's or doctoral degree in: Clinical
Mental Health Counseling; Clinical Rehabilitation Counseling;
Clinical Mental Health Counseling and Clinical Rehabilitation
Counseling; or a related field, from a program accredited by the
Council on Accreditation of Counseling and Related Educational
Programs (CACREP). Examples of related mental health counseling
fields include, but are not limited to Addiction Counseling;
Community Counseling; Gerontology Counseling; Marital, Couple, and
Family Counseling. Licensure. Persons hired or reassigned to LPMHC
positions in the GS-0101 series in VHA must hold a full, current,
and unrestricted license to independently practice as a Licensed
Professional Mental Health Counselor, which includes diagnosis and
treatment. English Language Proficiency. LPMHCs must be proficient
in spoken and written English. GS-13 Grade Determinations:
Experience, Education and Licensure. In addition to the basic
requirements, candidates must have at least one year of
progressively complex experience equivalent to the GS-12 grade
level. The experience must demonstrate possession of advanced
practice skills and judgment, demonstrating progressively more
professional competency. Applicants must also demonstrate the
following Knowledge, Skills, and Abilities: 1. Ability to make
judgments and decisions associated with program management. 2.
Ability to monitor program outcomes using data driven quality
assurance process. 3. Ability to develop productivity standards
appropriate to each service provided. 4. Ability to manage a wide
range of programs which include the operation and management of key
