POSITION TITLE : DIRECTOR OF PUBLIC WORKS PAY RANGE : $70,000 - $87,000 BENEFITS : Vacation and Sick/Personal Leave; 11 Holidays; Major Medical, Prescription Drug Plan and Dental, Florida Retirement, and social security. DESCRIPTION OF DUTIES : Responsible administrative and technical supervisory position that oversees the coordination of projects and work detail in the Public Works Department. Job functions include:--Management of operations, maintenance, project development associated with water treatment, wastewater treatment, sewer collection lines and lift stations, water distribution, contractual projects, sidewalks development and maintenance, streets,--road construction and maintenance, storm water system development and maintenance.

ESSENTIAL JOB FUNCTIONS 1.Plans, schedules, coordinate and supervise work activities of skilled and semi-skilled personnel. Directs work activities of supervisors and general workforce as warranted.

2. Monitors and maintains legal and permitting requirements as assigned or necessitated. Plans, allocates resources; monitors and coordinates activities. 3. Evaluates personnel, initiates personnel action of hiring, firing, promotion, discipline, and training. Maintains required personnel records, reports, and files. Generate documentation as needed for effectiveness. 4. Formulates and implements practices, rules, techniques, polices, and procedures to improve operational efficiencies. Maintain adherence to city policy, procedures and protocol. Exercises and implements cost effective decisions, practices, and principles. --
5. Prepares the annual budget; provides time, motion, material and performance/project analysis and costing. Exercises purchase authorization over departmental allocations and expenditures. Submits requisitions for personnel, equipment and materials.
6.Ensures employees are trained in the safe and efficient operation of assigned equipment, vehicles, system components, machinery and tools.

7. Compiles reports; maintains responsibility for record keeping and reporting functions.
8.Responds to public inquires. Receives request for information; investigates and resolves problems or refers to appropriate source. 9.Consults and interacts with other departments to coordinate work activities and achieve results. 10. Ensures proper repair and maintenance of systems, equipment, vehicles, buildings, etc.
11.Manages contractual arrangements for projects, maintenance or service delivery as required or assigned. Maintains residential/commercial solid waste services and utility (water and wastewater) services via contract.

12.Performs budgeting. Maintains cost/expenditure controls. Develops annual Capital Improvement Plan and expenditure/disbursement package. 13.Prepares specifications for bid, analysis proposals, makes selections, and recommends bid awards. 14.Attends meetings and workshops. Makes public presentations as required.

15.Develops, implements, and reviews construction and maintenance activities and work progress. (These essential job functions are not to be construed as a complete statement of all duties performed. Employees will be required to perform other job related marginal duties as required.) MINIMUM QUALIFICATIONS : KNOWLEDGE, SKILLS AND ABILITIES:
- Knowledge of road construction, water/sewer/storm drain projects, concrete, propagation of grass, trees, flowers, and shrubs, underground irrigation/systems, water and sewer distribution/collection and treatment plant operations.
-Knowledge of all phases of public works, engineering and utili--ties.
-Knowledge of equipment operation and maintenance, tools, and supplies required to accomplish operational objectives.
-Knowledge of time and motion, and cost effective procedures, practices, and principles.
-Ability to plan, direct and coordinate a wide range of public works systems and activities.
-Ability to supervise small and large numbers of employees.
-Ability to create a positive image to the public.
-Ability to make and maintain records and reports.
-Ability to communicate both orally and in writing.
-Ability to review construction, road project, and general development plans.
-Ability to be effective, dynamic, and achieve desirable results in a cost effective and timely manner.
-- EDUCATION AND QUALIFICATIONS :
Graduation from an accredited four year college or university with a Bachelor's Degree in Engineering, Applied Science, Environmental Science, Public Administration, or related field, and five years of progressively responsible supervisory experience in municipal or private section public works type functions. An Equivalent amount of education, training, experience, and possession of advanced water and/or wastewater plant operator's license(s), as issued by the State of Florida, may be substituted for the Bachelor's Degree. (A comparable amount of training, education or experience can be substituted for the minimum qualifications) LICENSES, CERTIFICATIONS OR REGISTRATIONS: --
Possession of--a valid Florida Drivers License. Possession of Advanced Water/Wastewater Plant Operator's License, issued by State of Florida preferable.-- PRE-EMPLOYMENT PHYSICAL AND TESTING :
After an offer of employment has been made, the successful candidate must submit to and pass a--physical examination that is designed around the performance criteria of this position. RESIDENCY :
City policy requires that city employees are to reside in Citrus County east and south of County Road 491 within thirty (30) days after completion of their training period.
